Damage Control Olympics during Fleet Week

 

This is the proposal for the evolutions / drills to be held during Fleet Week 2008 at Resolve Fire and Hazard Response (RFH). All ships participating will be required to bring their own equipment as listed. Equipment that will be provided by RFH will also be listed. To allow the maximum participation of each ship, each person will be allowed to only participate in 2 events. Teams make - up will be left to the individual ships. Resolve instructors will be the judges for all events. It is recommended that ships mark their equipment so as not to confuse it with other ships equipment. Points will be awarded for each event in the following order:

A walk thru of all events will be given before any event will start.

 

1St Place          10 points

2nd Place          5 points

3rd Place           3 points

4th and below 1 point

 

EVENT 1

 

P-100 / Hose rigging drill:

            Each team will consist of 1 pump operator (with hearing protection) and 4 hose personnel (2 on each hose). Team will be required to rig a P-100 pump and discharge water via two (2) 1 ½ fire hoses for 10 seconds. This will be a timed event.

 

Ship required equipment:

 

(1) P-100 pump

(1) Suction hose with foot valve

(2) 1 ½ fire hoses

(2) 1 ½ vari- nozzles

  • (1) Wye or special tri-gate

(2) Spanner wrenches                                 

EVENT 2

 

Dress out drill

 

            Each team will consist of 4 personnel. Two (2) personnel will dress out in complete fire fighting gear including SCBA and the other two (2) will assist in the dress out. (For ships that are still utilizing OBA's, Resolve instructors will train them in Scott SCBA's prior to event). This will be a timed event. Time will be added for incomplete or improper dress out at 10 seconds per violation. Time will stop when both team members are on air.

 

Ship required equipment:

(2) Complete Ensemble sets to include Helmet, boots, flash hood and gloves.

Scott SCBA's and face pieces 

EVENT 3

 

SCBA Change out Relay Drill

            Each team will consist of 4 personnel. Teams will be required to be in complete Ensemble without an SCBA on. They then will be required to assemble 1 SCBA, Don the SCBA and Face piece. Run / Jog to next team member who will be approximately 50 feet away and remove SCBA. Next member will don the SCBA, run back to starting point and remove SCBA. Next member will be required to change out SCBA cylinder, don SCBA and run to next team member, then remove SCBA. Last team member will then don SCBA and run back to start / finish point. This will be a timed event. Resolve personnel will not allow team members to advance to next point if SCBA is not donned properly.        

 

Ship required equipment:

(4) Complete Ensemble sets to include Helmet, boots, flash hood and gloves.

Note: (2) Ensembles can be from dress out drill

EVENT 4

 

Pipe Patch Drill

            This event will be a combination timed and leakage rate evolution. Teams will consist of 2 personnel.

 

Pipe Patch Team: Team will be required to isolate water flow through piping system. They then will have 30 minutes to complete a soft patch on the pipe rupture (1). At the 30 minute mark, the isolation valves will be open and Resolve personnel will determine the winner by the leakage rate. NO EWARP Kits

(1) Pipe patch kit

 

Event 5

 

Timed Port side attack

            This event will require all team members to participate (not more than 10). All team members will be on main deck the event will start and all team members will get dressed out, fire fighting ensembles, S.C.B.A. etc... Hose rigging, entry into the structure advance hose to the top of the Post office ladder, lower hoses down, fire team proceeds down the ladder, second hose must be laid out and charged, it does not have to be used. Then make entry into the Engine room then to the crews lounge and attack the fire. Resolve personnel will observe hose movement and fire attack, once fire is determined out by Resolve personnel fire team then backs out of crew lounge, exit via the Post Office ladder, back hoses out to the main deck, this event will be a timed evolution, with Resolve personnel observing for safe practices

 

 

Ship required equipment: Fire fighting ensembles, helmets, gloves, boots, flash hoods, Coveralls.

 

Resolve provided equipment: Scott S.C.B.A.'S, and face pieces.

 

 

 

Event 6

 

Search & Rescue Drill

            This event will require 4 team members (2 teams of 2); Team members will dress out in full gear and S.C.B.A., enter the Officers Quarters area and perform a search for a victim. Once found the first team evacuates and the second team enters and performs a rescue, removal of victims to a safe area. Resolve personnel will observer teams for safe practices, and proper search patterns, and safe movement in a zero visibility compartment.

Teams will be judged on proper search patterns, proper team movement, and proper movement of victims. Speed is of vital importance and it will be a timed event.
